PackagingIndustry Call for Urgent Clarification and Legal Certainty on the Implementation of the PPWR

Following increasing feedback from member companies on practical challenges related to the implementation of the Packaging and Packaging Waste Regulation (PPWR), CEO convened an ad-hoc meeting of its Packaging Task Force on 29 July. The discussion highlighted significant uncertainties regarding, among others, labelling, technical documentation, conformity assessment and packaging requirements in logistics and transport processes. Based on these practical insights, CEO developed an Industry Call for Urgent Clarification and Legal Certainty on the Implementation of the PPWR, which was submitted to the European Commission.

While fully supporting the objectives of the PPWR, CEO called on the Commission to swiftly provide the outstanding secondary legislation and practical guidance, ensure a harmonised and legally certain implementation across the Single Market and continue efforts to simplify administrative requirements. The Industry Call underlined that regulatory uncertainty increasingly leads to precautionary compliance measures, additional documentation and avoidable costs throughout the supply chain.

Following our Industry Call, the European Commission has since published updated guidance in all official EU languages and FAQs on the implementation of the PPWR. In its exchange with CEO, the EU Commission also referred to the possibility of participating in a Packaging Expert Group, which could provide an additional channel for contributing industry expertise to the implementation process. The Expert Group currently consists of a fixed group of around 120 participants and is therefore not open to new members at this stage. According to the Commission, a new application round is expected to open in April 2027, providing CEO with a potential opportunity to participate and contribute the perspective of the European Tool Industry directly to the Commission’s implementation work.

CEO will continue to closely follow the implementation of the PPWR and advocate for a practical, proportionate and harmonised framework that provides companies with the legal certainty needed for effective implementation.
